Richard P. Burke
President and CEO
Richard Burke has served as the President and CEO of Fallon Health since 2015 and has held numerous other leadership positions during his 25-year tenure. In his current role, he has positioned Fallon—which is both a health plan and provider of care—to be a leader in providing high-quality, coordinated care and coverage to the diverse communities Fallon serves. Under Burke’s leadership, and continuing along a strategic path that is unique among independent health plans in Massachusetts, Fallon has set its sights on becoming the leading provider of government programs in the region.
Prior to his appointment as President and CEO, Burke held the position of President of Senior Care Services and Government Programs. His responsibilities included overseeing Fallon’s government product lines serving both aging populations and high-risk populations of all ages, including Fallon’s Medicare Advantage, PACE (Program of All-inclusive Care for the Elderly) and SCO (Senior Care Options) plans.
Throughout his career with Fallon, Burke has led the organization to grow its government programs business. This growth includes the largest statewide expansion of Medicare Advantage and SCO in the company’s history, launching three MassHealth Accountable Care Organizations and making its PACE program among the ten largest in the country.
Burke is on the board of the Massachusetts Association of Health Plans (MAHP), which he previously served as Chair. He is also a board member at Assumption University and at the Alliance of Community Health Plans. In 2022 he was appointed by the Governor of Massachusetts to the Worcester Redevelopment Authority.
A graduate of Assumption University, Burke holds a master’s degree in political science from Boston College and a master’s in business administration from the Johnson School of Management at Cornell University.
